Kerala once again claims it will put an end to the practice of paying ‘gawking wages’

The decision came a day after a businessman was threatened by a trade union affiliated with the BJP, for he refused to pay them the tax.
The Kerala government, on Thursday, announced that it would abolish the practice of collecting nookukooli, ‘gawking wages’, in the state on May 1. This comes a day after an entrepreneur from Thiruvananthapuram wrote an open letter to Chief Minister Pinarayi Vijayan on how his life was threatened by a trade union attached to the Bharatiya Janata Party because he refused to pay them nookukooli. Incidentally, the state had declared Thiruvananthapuram as nookukooli-free in 2011. Nookukooli is a practice where head load workers demand payment for merely watching the goods get loaded or unloaded, while industrialists or merchants or common householders use their own labour for the work. If the head load workers step in to unload/load the goods, the investors will have to pay through their nose for the service. The decision on Thursday came after Chief Minister Pinarayi Vijayan met with the Labour Minister TP Ramakrishnan and state leaders of national trade unions. All the trade unions pledged their support to end this unethical practice. The CM later took to Facebook to announce this decision. “Trade unions have pledged their full support to the state’s decision to put an end to gawking wages. Before May 1, all the district collectors will convene a meeting with the trade unions. The government is working on how help those workers who will lose their jobs owing to the latest technology,” read his Facebook post. The CM also added that these gawking wages haven’t affected industries in the state the way it is perceived. “In the past decades, the trade union activities have not really affected the industries in Kerala, although that is now how it is perceived by others. The practice of gawking wages have tarnished the image of the industry sector in the state,” added CM. This isn’t the first time the state has claimed to abolish this practice. Not unless there is political will Despite previous attempts by both the Left Democratic Front and the United Democratic Front governments to put an end to nookukooli and make Thiruvananthapuram, Ernakulam and Kozhikode districts free of this tax, these districts have seen several complaints registered in the recent past.  The Kerala High Court had also recently come down heavily on the practice, warning the state police to take strict action against instances of nookukooli, which was declared a non-bailable offence. Kochouseph Chittilappilly, the founder of V-Guard, was one of the first big industrialists in Kerala to have opposed nookukooli. The present Alappuzha collector, TV Anupama, had also opposed nookukooli. Almost every industrial zone and residential area in the state is constantly watched over by the trade unions. When a vehicle carrying goods is spotted, workers reach the spot where the goods are to be unloaded. They will then either charge an exorbitant amount or demand payment for merely watching while the goods are unloaded using cranes or in-house workers.

Several cameras pointed straight at a yellow college bus, and a sea of mics thrust towards the door of the bus. On Friday morning, several media persons waited in anticipation to hear Hadiya’s response after the Supreme Court upheld her marriage to Shafin Jahan. "I am very happy with the SC order. I wish to go back to Kerala," Hadiya said, while getting off her college – Sivaraj College in Salem – bus.  “I am satisfied with the order. I am being protected here and Tamil Nadu is cooperating,” she added. When asked about the significance of the verdict coming out on Women’s Day, she said, "It is a positive move, of course. It shows that women have value in this country, that there is value for what a woman does." On Thursday, the apex court upheld her marriage to Shafin, which was annulled by the Kerala High Court in 2017. This, after her father, Aoskan, opposed her conversion to Islam and moved the HC in January 2016 against it. Although the first habeas corpus was disposed, citing that Hadiya was an adult woman who can choose her religion for herself, her father filed a second habeas corpus petition in August. While the case was subjudice, Hadiya married Shafin in December, following which the HC annulled the marriage, terming it a sham. This forced Shafin to move the apex court against the HC order.  Hadiya, who was sent back in the custody of her parents, was put under house arrest from May to November 2017. In that period, she was denied access to people. She was sent back to her college in Salem to complete her education after she appeared in the apex court to give her statement on November 27.  After the SC order upholding their marriage, Shafin took to Facebook to thank people for their support in the legal battle that spanned several months. "Thank you, almighty for this. Thank you for everyone for your prayers," he wrote.

Pinarayi Vijayan denies humiliating Metroman Sreedharan

Chief Minister Pinarayi Vijayan on Friday denied humiliating Metroman E Sreedharan and blamed the Centre for the delay in the taking off of key Metro projects in Kerala. Speaking in the assembly, the CM said that none should doubt his regard for Sreedharan's credentials.  The only reason for the state government not acting at the speed that the Metroman wished was because it did not have the required funds for the Light Metro projects in Thiruvananthapuram and Kozhikode. Vijayan was responding to the Congress' criticism in the assembly which slammed him for causing Sreedhran's and the Delhi Metro Rail Corporation's (DMRC) exit from the state, following the Chief Minister's non-responsive attitude towards the technocrat and his requests for meeting. Leader of Opposition Ramesh Chennithala on Friday led an opposition walkout after slamming Vijayan for sending a "wrong message to probable investors considering to invest in Kerala" by his callous attitude toward's the Light Metro projects.  The Chief Minister, however, said: "The reason why there has been a delay in the Light Metro is that last year the Centre came out with a new Metro policy. "The only hitch today and the delay in this project is we cannot go forward without getting the sanction from the Centre. "If we had Rs 1,278 crore to spare with us, we would have not waited for the clearance from the Centre. If the Centre clears this project, then they would bring in Rs 1,278 crore. "Since we do not have that much money to spare, we have now asked a high level committee to do a complete working to see the financial viability of the Light Metro project." "Once that comes and the clearance from the Centre comes, we will go forward with the project and there is no question that the project has been shelved," said Vijayan. On Thursday, a peeved Sreedharan had gone public and said that the Kerala government has failed to sign an agreement with the DMRC even 14 months after it was awarded a project and hence they are exiting from Kerala. It was Sreedharan who was instrumental in building the Konkan Rail and for a person who has done such a huge project, putting up a Light Metro in two of our cities is child's play. "The whole world is convinced of Sreedharan, but you (Vijayan) have doubts about his capability."  The Congress also reminded Vijayan of his protest a few years back in Kochi, when news reports surfaced that the then Oommen Chandy government was not keen to appoint Sreedharan for the Kochi Metro project. 

Kerala tourism body to ensure enhanced safety for tourists

To ensure the accomplishment of a target of 100 per cent increase in arrival of foreign tourists and 50 per cent in domestic tourists in five years, a tourism regulatory authority has been formed.
In a bid to enhance the safety and security of tourists in Kerala, the state government has formed a Kerala Tourism Regulatory Authority (KTRA) and has set a target of 100 per cent increase in arrival of foreign tourists and 50 per cent domestic tourists in the next five years, an official said on Friday."To ensure the accomplishment of a target of 100 per cent increase in arrival of foreign tourists and 50 per cent in domestic tourists in five years, a tourism regulatory authority has been formed. This would help put a stop to any unhealthy practices and guarantee better intervention of the Tourism Department through scrutiny and licensing system," Kerala Tourism Minister Kadakampally Surendran said in a statement."The body will be part of the tourism policy," Jafar Malik, Additional Director, Department of Kerala Tourism, told reporters on the sidelines of a buyer-seller meet."Whenever a tourist visits a place, the primary concern is whether I will be safe and secure there. Kerala being an educated society and having a high literacy rate is already peaceful. There are no law and order issues normally. But when a tourist visits, he will expect more than that," Malik said."There are lot of single women, international tourists roaming in the streets and visiting places without any kind of fear. That kind of situation has come only because of these kind of initiatives," he added. Malik said the state government wanted a department to solely focus on safety and security, as well as to ensure that hotels have proper licences."The government wanted a department which can solely focus on safety and security of tourists. So, this regulatory committee is not only for safety and security of tourists, but it will also keep a check on whether hotels have proper licences." Last year, around 10-12 lakh foreign tourists visited Kerala, Malik said. "We aim to double that footfall in the next five years.""Fifty per cent increase (of domestic tourists) is not a great number in tourism sector. But that is what we have set for next few years... Even if we are not ... promoting Kerala tourism, people will come to Kerala by word of mouth. In order to enhance that, we are doing all of this," Malik stated."We also want tourists from West Bengal to visit Kerala in larger numbers," he added. 

Jacob Thomas files complaint against two HC judges and Lokayukta, alleges conspiracy

In the petition filed by Jacob Thomas, it says that there have been concerted efforts to harass and silence him.
DGP Jacob Thomas on Friday filed a complaint with the Central Vigilance Commissioner (CVC) against two High Court judges and the Lokayukta alleging conspiracy to harass and victimise him. In the complaint, he has alleged that this is to save the accused and offenders mentioned in various cases which are registered under the Prevention of Corruption Act. The complaint has been filed against High Court Judges P Ubaid, Abraham Mathew and Lokayukta Pius C. Kuriakose. Jacob Thomas has filed a complaint with the Chief Secretary also and a copy has been submitted to the Chief Justice of the Supreme Court as well. In the petition filed by Jacob Thomas, it says that there have been concerted efforts to harass and silence him. “There have been concerted actions to harass and silence me in my stringent actions against mal administration and corruption. In addition to silence me through harassment, intimidation and defamation, the investigations led by me or participated by me had been stopped or nullified by the interested parties through highly collusive and dangerous conspiracies,” read his petition. Jacob Thomas has also raised serious allegations against the High Court judges. “I responsibly submit that various sacred pillars of our democracy have taken respective part in this conspiracy which is highly alarming and needs to be probed”, the petition reads. Jacob Thomas has been caught in controversies since reports of him violating service rules and holding undisclosed property in Tamil Nadu surfaced in the past years. The allegation was that he had not mentioned this property in his latest disclosure of assets in January 2017.  Other IAS officials from the state had also complained against him saying that he implicated them in fabricated cases. Jacob Thomas, who served as Managing Director of Kerala Police Housing and Construction Corporation (KPHCC) and as the DGP, has over the years gained the reputation of being an anti-corruption crusader. In November 2016, he wanted to quit from the post of Director following allegations of financial irregularities at the Port Directorate. In March 2017, Jacob Thomas was removed as Director of the Vigilance and Anti-Corruption Bureau. However, reports also suggested that the officer was asked to go on leave. The 1985 batch IPS officer is said to have close relations with Chief Minister Pinarayi Vijayan.     

Elderly Malayali couple found dead with throats slit in Bhopal

An elderly couple from Kerala was found dead at their house in Bhopal, Madhya Pradesh on Friday, with their throats slit.  The deceased have been identified as Gopalakrishnan Nair, 74, a retired Air Force officer, and his wife, 62-year-old Gomathi.  They belonged to Mundarath house at Nayyadipara, Kottapuram in Mannarkad. Bhopal Deputy Inspector General (DIG) Dharmendra Choudhry said the couple were found dead by their neighbours at their Narmada Green Valley residence.  He added that it was the maid who informed the neighbours after her repeated knocks on the door went unanswered.  “Neighbours who peeped in from a window saw the couple lying in a pool of blood. Their throats had been slit with a sharp object,” the officer said. While valuables and household goods were intact, police said they were looking at personal enmity as a possible cause.  A reward of Rs 20,000 has been announced for any information on the case and a team led by the local Superintendent of Police has been formed to solve it, the officer said.   The couple is survived by their three daughters who are married.  The cremation will be held in Bhopal at 12.30 pm on Saturday. An investigation is underway into the incident. 

‘Thank you for the legal support’: Hadiya, Shafin visit PFI chief in Kerala

Just days after the Supreme Court upheld their marriage, Kerala couple Hadiya and Shafin arrived in Kozhikode on Saturday and met the chairman of the controversial Popular Front of India (PFI). The couple visited P Aboobacker to thank him and the organisation for providing legal support to them during Hadiya’s court battle against her father. Hadiya had converted to Islam from Hinduism, and her father, Asokan, had opposed this, claiming she was being radicalised. Speaking to media persons, Hadiya said that though she approached multiple organisations in the beginning to seek help with the case, it was PFI and its members who stood by the couple throughout the crisis. “Why should a person who wants to convert to another religion go through such hassle?” Hadiya asked. “If not for PFI members I wouldn’t have gotten any support for the decisions that I made. When I wanted to convert to Islam I had approached many other Muslim organisations, none of them helped. Only PFI members helped,” said Hadiya. Both Hadiya and Shafin stressed that it was every adult’s Constitutional right to choose their religion, and the person they want to get married to. "The Constitution gives everyone the freedom to choose their religion, which is a fundamental right of every citizen. All this happened because I embraced Islam," said Hadiya while interacting with the media."With the Supreme Court upholding our marriage, we feel we have got freedom," Hadiya said here. “It is a person’s democratic right to choose a religion or marriage for himself. We are adults and when society denied us these basic rights, it was PFI who backed us and gave us legal support. So we are here to thank them,” said Shafin. The PFI is a controversial outfit, that has been accused of radicalising the youth in the state. The Union government has been mulling a ban on PFI, after some of its cadres and former cadres had joined the Islamic State. The president of its women’s wing, Sainaba, was acting as a guardian to Hadiya when she converted, and helped her find a husband in Shafin. In the course of the case, the Kerala High Court had however annulled the marriage of Hadiya and Shafin – a move that has been roundly criticised by people across the country.  The Supreme Court on March 8 set aside the order of the Kerala High Court and upheld the couple’s marriage. The SC said that its decision is based on Hadiya's statement that she converted to Islam out of her own free will. It questioned how the HC could annul a marriage between two consenting adults under Article 226 of the Constitution. On Saturday, the couple also told the media that they will hold a detailed press meet on Monday.    

From 'item' song dances to obscene skits: How Malayalam reality TV shows exploit kids

Despite Child Rights guidelines, neither parents nor TV channels are willing to look at the harm that such shows can do to children.
Dressed in a flaming red sari with gold border, she sashays into the room—she is ‘Haritha Nair’, the caricature version of Saritha Nair in this skit. Her lawyer speaks about a list where names are marked according to the money transactions. When a TV reporter requests her to break into a dance, she does. Before this is another scene where a minister is being reprimanded by his wife for his involvement in the case.  Each dialogue is welcomed with claps, the guests are MLA PC George and actors Aditi Ravi and Askar Ali and their expressions vary between adoration and amusement.  This was from Laughing Villa Season 2 and the above-mentioned skit had children on stage. The youngest child may have been around 5! Now, try recreating that skit in your head with kids all over again. Dressed as adults, some had grey hairdos. One can possibly overlook the costumes and the makeup but not what came out of those innocent mouths. Were the producers of the show aware that they had just made these tots stage an infamous sex scandal in the state? They were playing out roles that would make a script for a soft porn film—sex, sleaze, corruption, exploitation and the chaotic state of Kerala politics. What really breaks our heart is the earnestness with which each of them acted, unaware of the grime they were letting out into the world. The audience consisting of adults (possibly the parents) and a few children, were delighted and clapping at the most horrific dialogues. A sizeable amount of reality TV featuring kids brings out such ludicrous content in the name of humour (the glorious exceptions are musical reality shows which are properly done). There is Katturumbu on Flowers, a kids reality show hosted by Pearle Maaney which has an extensive dubsmash segment with popular Malayalam film scenes and dialogues, cinematic dances and other skits. The episode we saw, began with Shwetha Menon gyrating to a Telugu 'item' song (a later one had Pearle doing the honours), followed by a dubsmash from Kilukkam. Most of the skits portrayed marital issues, in-law troubles, cheating, and mocked the regressive daily soaps. In one skit, there were two kids enacting a segment from Oru Vadakkan Veeragatha. One line goes something like, “we have 10 kids and you still talk about mistakes.” Groan!. “When children are pushed into the world of cameras and makeup, they not only lose a part of their innocence but also their ability to think like children. The constant pressure to perform well affects both their minds and bodies. Long shooting hours and rehearsals take them away from the fun of reading and playing. Participation in reality shows come at a price. In some shows I have shockingly noticed children dancing to adult songs ('item' numbers). At a time when we are struggling to protect our children from the filth and violence of the adult world, it is strange that the judges and the organisers, including the parents, allow these things in the name of competition,” says Soumya Vidhyadhar, poet and mother of three girls. The movie scenes, though popular, aren’t really the wisest of picks to be enacted by kids. Like a scene from Vettam, where Dileep mistakenly puts his hands inside a man’s pants or a marital bed scene from Kilichundan Mambazham or a profane scene from Annan Thambi. In one episode of Laughing Villa 2, they had the kids dancing to a song about the merits of drinking toddy. In Mazhavil Manorama’s D4 Dance Junior Round, they had a “Romance round” where little ones waltzed together for love ditties. “These days every film has to go through a series of censoring, from the authorised officials, religious and caste groups, political outfits and so on. But all that is not insisted upon when it comes to TV shows. It's actually a serious issue, as a sizeable section of the crowd watching TV shows are kids, belonging to various age groups. To gain better TRPs, the TV channels add enough spice, without considering the maturity level of the viewers and the ramifications are alarming. Somehow all the moral brouhaha is always limited to the big screen, whereas it is high time the impact of the small screen is monitored,” says media and film analyst Vijay George. One of the earliest offenders in Malayalam reality television was Kuttipattalam, a show where mimicry-comedy actor Subi Suresh interviewed a small line-up of kids and nudged them to start a conversation. The only hitch was that the questions varied from wondering about their parents' behaviour, corruption, whether the mother cooks, the dad hits the bottle and other not-so-innocent probing queries into their personal life. One episode had a 5-year-old question Subi’s profession and how it will affect her married life. Gulp! The show was taken off air after Hashim Kolamben, a native of Malappuram, petitioned to the Kerala State Child Rights Commission in 2015, accusing the show of “indulging in mental torture of children as a result of the anchor speaking to innocent children in language in double meaning, so as to give a vulgar twist to their innocent replies.” The CRC pulled up the channel which stopped the telecast.  “Competitive marking system adds pressure on the children and if the show offers content that isn’t age appropriate that can cause a negative perception on the young minds. What is needed is thoroughly researched content that helps in the overall development of the child. Some of the musical shows that way are nicely done, helping them to shed their social anxiety. Also, parents should be given guidelines along with children and judges,” says junior consultant psychiatrist Unnikrishan.   One pertinent question remains: why do parents allow their kids to be part of such shows? Kuttipattalam, for example, had the parents well in attendance, squirming in their seats at some of the confessions that came out of their children’s mouth. If the content is adult, even the clothes and makeup aren’t pleasant. Secondly, why is there no censure or censor on such shows? Some of the dialogues can even be called obscene. It’s a clear case of violation of children’s rights. In fact, reality shows should have an age limit. A stringent set of rules should be laid out regarding content, language and appearance when it comes to shows featuring kids. An environment in which children find themselves surrounded by cameras most of the time has the tendency to make the challenges of growing up that much more difficult. Moreover, competitive reality shows result in added pressure and a sense of rejection when things don't work out. Since they attract high TRP and make overnight sensations out of tiny tots, parents find themselves agreeing to it while the producers and makers dig up every possible trick to make it more sensational. The National Commission for the Protection of Child Rights in 2010-2011 had issued guidelines for children participating in TV shows and advertisements, regulating working hours, prohibiting inappropriate roles and providing for adequate supervision. But nobody follows these measures as there are no controlling bodies for reality and talent-based shows in India. With glamour-struck parents living their dreams through their offspring, rules are easy to flout. “Any show that takes away the inherent rights of the children are violative of their fundamental rights, whether consent is there or not is immaterial,” maintains lawyer Harish Vasudevan Sridevi. At the rate at which newer shows are mushrooming and instant little superstars are springing up from every other channel, it doesn’t look like this alarming trend will subside anytime soon. Either parents turn wiser, let the children be or channels sensitise and censor themselves before throwing these kids into this ugly circus of instant gratification. Show business is no child’s play!

JD (U) names MP Veerendra Kumar as its Rajya Sabha candidate from Kerala

The 80-year-old will file his nominations on March 12 and the elections will be held in the Kerala Assembly on March 23.
On expected lines, the parliamentary board of the Janata Dal (United) that met in Thiruvananthapuram on Saturday gave its nod to MP Veerendra Kumar to file his nomination papers for the vacant Rajya Sabha seat from Kerala. The 80-year-old media baron will file his nomination papers on March 12 and the elections will be held in the Kerala Assembly on March 23. The only Rajya Sabha seat from Kerala had fallen vacant after Veerendrakumar resigned in December 2017, when Bihar Chief Minister Nitish Kumar decided to join the National Democratic Alliance.  Party spokesperson Sheikh P Harris told the media that Veerendra was unanimously chosen to contest the seat that the Left Democratic Front had offered the party on Friday. Veerendra had resigned from seat in December, after his party decided to end its alliance with the Congress-led UDF. After leaving the United Democratic Front, he had then made his thoughts clear on going back to the CPM-led Left Democratic Front. In the meeting held at the state capital, the leaders decided to associate JD (U) with the Left Front for now instead of taking JD (U) into the LDF. Meanwhile, the leaders also said that a final decision on the merger of JD (U) and JD (S) will be made soon. Kumar and his party remained part of the LDF till 2009, but shifted to the UDF camp after he was denied a chance to recontest the Kozhikode Lok Sabha seat. Kumar lost the 2014 Lok Sabha polls by over 1 lakh votes and since then he was unhappy with the UDF. The LDF has also decided to hold an election convention ahead of the Chengannur bypoll that will commence on March 20. Chief Minister Pinarayi Vijayan and all the top leaders of LDF will take part in the election convention.   

Congress urges Vijayan to start Light Metro project

Opposition leader Ramesh Chennithala on Saturday urged Kerala Chief Minister Pinarayi Vijayan to start the Light Metro project at the earliest, two days after Metroman E. Sreedharan announced that the DMRC was exiting it. On Thursday, a peeved Sreedharan went public to say that the government failed to sign an agreement with the Delhi Metro Rail Corporation (DMRC) even 14 months after it was awarded the project. Chennithala, in an open letter, said the people of Kerala are "sad to hear that Sreedharan and DMRC had no option but to exit the proposed Light Metro projects" at Thiruvananthapuram and Kozhikode as the government was silent to repeated demands on going forward with the project. He said the projects would have ended the traffic woes."It should be noted that when Kochi Metro continued to remain a dream, it was Sreedharan who made that into a reality... it became the fastest completed metro project in the country."It's unfortunate that Sreedharan had to withdraw from a project in his own state and it's a shame for our state... in all fairness to him, you should ask Sreedharan and the DMRC to return and take up the work at the earliest," said Chennithala in his letter. State Finance Minister Thomas Issac told the media in Delhi on Saturday that no one has any doubts on the credentials of Sreedharan and the only issue was that one has to be extremely cautious on major infrastructure projects."We have seen in the past that investment-heavy projects later become a burden to the state exchequer with regards to its sustainability and this has been even pointed out by the courts. Vizhinjam port project is one such case. The state and the Centre are presently reviewing the metro projects and once that is done, further action would be taken," said Issac. The Light Metro project was budgeted at Rs 6,728 crore, with 60 per cent of the funds to come from foreign funding agencies at a low rate of interest, and 20 per cent each from the state and the Centre.

The CPI (M) in Kannur expelled four accused in the murder of youth Congress leader Shuhaib, stating that the members violated party norms. The announcement was made by the CPI (M) district office in Kannur on Saturday. The expelled party members, who are also the key suspects in the political murder that rocked the state, are Akash Thillenkery (24), CS Deep Chand, TK Askar who allegedly drove the vehicle of the assailants and K Akhil (23). The decision was reportedly taken at a District Committee meeting which was attended by Chief Minister Pinarayi Vijayan and CPI (M) General Secretary Kodiyeri Balakrishnan. A total of 11 people, all reported to be associated with CPI (M), have been arrested in connection with Shuhaib's murder. However, the four expelled suspects are the only ones with a formal party membership, the report stated. Shuhaib (29), a block secretary in the Youth Congress, was hacked to death in Mattanur, Kannur. The party had earlier stated that strict disciplinary action would be taken if it was found that the suspects were associated with the murder, a Mathrubhumi report statedCPI (M) District Secretary P Jayarajan, had stated that the party would do its own investigations and not act based on the police listing them as suspects. However, despite the expulsion, it is not certain if the party found key evidence against the accused, according to a Manorama report. The High Court had ordered a CBI probe into the gruesome political murder of the youth congress leader. Additionally, the court also instructed the CBI to probe the political conspiracy behind the murder. However, this CBI probe was strongly opposed by the government which claimed that all the suspects in the murder were already arrested and CM Pinarayi Vijayan even stated that there was no need for a CBI investigation.

Nearly 30 per cent kids in Thiruvananthapuram have used banned drugs, finds survey

A survey has found that as many as 28.7% of school children in Kerala’s Thiruvananthapuram district have used drugs. The survey conducted by Don Bosco Veedu Society in association with Breads (Bengaluru Rural Educational and Development Society) also observed that as much as 39.3 % of school students in the district wanted to use drugs while 41.3% of users resorted to theft to fund their drug usage, as per a report by The Hindu.  The survey also revealed that 18% of the students used it for leisure while 8.5% users said that curiosity drove them to use drugs. 5% of children surveyed said that they did it to become popular among their friends while 4% admitted to influence of peers. The survey titled ‘A study on drug dependency among school children in Thiruvananthapuram district’ was conducted among 600 schoolchildren each in urban, rural and coastal areas of the district. The 1800 students surveyed included students from 60 ICSE, CBSE, and State syllabus schools.  Apart from abuse by family members and friends, the survey also pointed out that the easy availability of drugs is another factor leading to more and more schoolchildren using drugs. About 85.8% of the students said they were aware of drug availability in their locality. Most students who consumed drugs bought it from shops (75.8%) while others said that they got drugs from close friends and seniors. Ganja, brown sugar and ‘magic mushroom’ were found to be easily available according to the survey while children surveyed also admitted that ‘Shambhu’ an addictive substance and ‘Cool’, a chewable tobacco product was familiar to them. Speaking to The Hindu, Thomas PD, Director of the Don Bosco Veedu Society said that the survey’s findings matched the observations of the society in interactions with children in schools or counselling and those with teachers and that it was of serious concern that an increasing number of children were stealing to feed their drug habits.

In yet another case of alleged political violence in Kerala, a Students Federation of India (SFI) leader was attacked in Kannur.  19-year-old Kiran, an SFI leader, was attacked in the wee hours of Sunday, reportedly by a gang of 15 persons.  The attack happened in Kannur's Thaliparamba, outside Thrichambaram temple at around 3am, said police. Kiran, who was accompanied by three others, sustained stab injuries on his chest and leg and has been admitted to the hospital.  According to reports, the local CPI (M) has accused BJP members of being involved in the crime.  Thaliparamba Sub-Inspector told TNM that the police have taken four BJP members into custody with regard to the crime. "We have filed a case under section 307 (attempt to murder) and have taken four into custody. We are in the process of questioning them. We took them to into custody since they were present at the spot, when Kiran was attacked," the SI said.  While several news reports stated that Kiran was stabbed following a clash with BJP members, the police said that they are yet to ascertain what led to the attack. "We will record Kiran's statement in a while and only then will be able to know what transpired," the police said.  The latest case comes just weeks after a Youth Congress member Shuhaib was hacked to death in the district. Four CPI (M) men were arrested in that case. Shuhaib's murder has caused widespread political unrest in the state, with the Congress launching protest marches in the state and disrupting the Assembly session over the case.  Last week, the Kerala High Court ordered a CBI inquiry into the case, even as the LDF state government had maintained that an investigation by the central agency was not necessary.

After the Bharatiya Janata Party’s thumping victory in Tripura, the CPI(M), who was in power in the state for 25 years, is now introspecting on the reasons for their defeat, and what it must do from here on.  In the recent elections, the BJP-led alliance won 43 of Tripura’s 60 seats. The BJP, which launched a shrill campaign to seek poriborton (change), got 35 seats and a 43% vote share. The BJP had not won even a single seat in 2013. The CPI(M)’s vote share was just a fraction less than that of the BJP at 42.3%. However, the Left won only 16 seats – down by 35 seats – and ended up losing power. Speaking to TNM after the party’s setback in the Tripura elections, M A Baby, the politburo member of the CPI(M) said that it is time to identify the reasons and take steps to rectify them. “We will work to gain the trust of the sections we have lost. We will join hands with progressive, secular and democratic forces, in campaigns to fight communalism and the ills of market-driven neo-liberal economic policies. But there are difficulties in making an electoral arrangement with the Indian National Congress,” Baby told TNM. Baby argues that the Congress failed in opposing and fighting communalism. “The Congress also has a soft-Hindutva policy, which is not helping in fighting communalism. It has failed in exposing and fighting communalism. The Congress follows neo-liberal economic policies at present, just like the BJP does, which affect the common man. So, it is difficult to have an electoral arrangement with them,” he added. “Today’s Congress party member and leader can be seen as tomorrow’s members and leaders of the BJP,” he said. “We agree that we had lost votes in Tripura. But we would not have lost power if the Congress vote share had not come down to 1.8% in this poll from the 36.5% in 2013,” Baby said. The CPI(M)-led Left Front had been power in West Bengal continuously for 34 years (till 2011) and 25 years continuously in Tripura, till it lost it the elections. Now, the CPI(M) is only in power in Kerala.  S Ramachandran Pillai, another politburo member and president of the All India Kisan Sabha (peasants’ movement) since 1999, told TNM that the Tripura poll debacle said that there must be mistakes. “However, ups and downs on the parliamentary front are natural for a political party. We will rectify our mistakes and certainly bounce back,” he said. “The CPI(M) is a party which works at the parliamentary level and also mobilizes people for a better social cause and change. The loss on the parliamentary front will not hamper our activities on the social front. We will focus more on that and move ahead,” Ramachandran added. After its defeat, the CPI(M), in a statement, attacked the BJP and said that they used a ‘massive deployment of money’ to influence the elections.  “The BJP was able to consolidate all the anti-Left votes, virtually appropriating the erstwhile main opposition party, the Congress. Our party will carefully examine the reasons for this electoral setback and take necessary remedial measures,” said Pillai. He assured the people of Tripura that it will continue to champion the cause of all sections of the working people and uphold tribal and non-tribal unity. With the BJP bringing down the Left in Tripura and ‘clinching’ a deal to be a part of the ruling alliance in Meghalaya, the party is now either a leader or a partner in 21 of India’s 31 state governments. In 2014, when the Narendra Modi government came to power, the BJP was ruling only seven states and the Congress, the main opposition party, was in power in 13 states. The Congress is now down to four — Punjab, Karnataka, Mizoram, and Pondicherry. PM Modi and BJP president Amit Shah have reportedly picked Karnataka as their next target, where Congress is currently in power. Modi has asserted that the opposition party will not be in power following the Assembly elections, which will take place in April-May this year. NM Pearson, a political analyst and a columnist in Kerala, told TNM that the Communist parties in India, especially, the CPI(M), have to realize the fact that they are losing their ground and need to identify their targets. “There is a need for Communist parties in India. It’s only they who have the secular formats and the alternatives required to fight neo-liberal market-driven policies. So, their existence is a must in India at a time when fascist forces are making gains,” Pearson said. The analyst added that, however, there are no shortcuts for their survival. “The party has to go back to the ground level. It should understand why Dalits and marginalized people are deserting the party. It should work hard to gain their confidence. An electoral alignment is not going to help in the long run,” Pearson added. When asked whether CPI(M) will survive in Kerala, he said that it will. “The party leadership in Kerala has adopted and embraced market-driven policies. The party in Kerala has also been successful in maintaining the balance between neo-liberal policies and issues faced by the common man. Additionally, the government led by Chief Minister Pinarayi Vijayan has been able to implement decisions taken by the government,” Pearson said, adding that resources like non-resident remittances place the state in a better position on the economic front. In the recent state party meeting, the CPI(M) has adopted several measures to gain the trust of the common man such as organizing state government exam coaching for aspirants, cleaning ponds and distributing food for the needy at hospitals. Senior business journalist Joe A Scaria said that for the Left to remain relevant, it must become more pragmatic. It cannot continue to assume that its cadres would hold fast to an ideology that was passed down from the last century. “The broad backing that the Left unions had, for instance, when they opposed tractors or computers was not available when taxi unions feebly attempted to block Uber from making an entry.” “A whole new generation cannot be sold an ideology that opposes tech advancements anymore. Nor will they fail to see the gap between preaching and practice, when they see Left leaders preach about helping the poor while soaking themselves in luxury,” he said.

Kannur goes tech-savvy: E-governance mobile app 'We are Kannur' launched

If you find yourself in Kerala’s Kannur district for a day with time to spare and nothing to do… fret not, we have you covered. From going to the Kannur paramotoring fest to visiting Asia’s longest drive-in beach or going mangrove kayaking, there are plenty of adventures to keep you entertained. No, we did not rip this information off from Google, but turned to ‘We are Kannur’, a mobile application launched by the district administration. In a first of its kind initiative, Kannur now has a mobile app dedicated for the district. With the launch of ‘We are Kannur’ on Saturday, the northern district of Kerala got a mobile app that attempts to work as a one-stop destination when it comes to information on Kannur. From government offices to police stations, hospitals and schools, ‘We are Kannur’ has an exhaustive database of contact numbers of every government office in the district. The app will be useful not just for the people residing in the district, but also for those visiting Kannur. An initiative of the district administration under Collector Mir Mohammed Ali, the app was developed by the National Informatics Centre (NIC). Users can download the app on their Android phones and access contact details of hundreds of government offices. Apart from this, the app enables users to rate every office and service. Not just government offices, but the app also lets users support social causes with just a click. Requirements from old age homes and orphanages are posted on the app, along with the quantity of items (torches, badminton rackets, books, etc.) required. Over and above this, the mobile app also has direct links to the water authority and electricity board websites, so that users can pay their bills online. On Saturday, Chief Minister Pinarayi Vijayan launched the app at the government guest house. Later taking to Facebook, he said that the app contains information about 1,300 schools in the district, apart from Akshaya centres and other government offices. “We can easily check the location of government offices and their timings. In case of emergency, the district administration can send public announcements through the app as well. This is an initiative that should be a model to others,” the CM wrote in Malayalam. 

These Kerala rehabilitation homes help those cured of mental illness integrate into society

People who have been cured of mental illness now have a chance to lead a regular life thanks to the newly opened rehabilitation homes in Kerala. Named 'Snehakkoodu’ (home of love), the rehabilitation homes have been set up by the state department of health’s Arogya Keralam project in association with The Banyan, a mental health NGO based in Chennai, and the Tata Institute of Social Sciences (TISS). The homes, set up in Malappuram and Kozhikode, will house 100 people in the first phase. At present, there are nearly 300 people who are cured of mental illness at various government hospitals, but who are not able to come out of the hospital and lead a regular life as they have no other place to shelter them. “There are nearly 100 people, half of them women, who have completed treatment at the Mental Health Centre, Peroorkada in Thiruvananthapuram only. The people who will be rehabilitated are chosen based on the assessment done by the NGO. Their family background, their ability to do everyday tasks, their mental health and so on are assessed. Though 100 people will be accommodated in the first phase, there will be expansion in the future,” Dr T Sagar, Superintendent, Mental Health Centre Thiruvananthapuram told TNM. The beneficiaries of 'Snehakkoodu' will be the people who were undergoing treatment at the government mental health centres in Thrissur, Kozhikode and Thiruvananthapuram. Though NGOs like Asha Bhawan have been accommodating them, this is the first time that a co-ordinated, centralised facility has been set up with the government’s involvement. “We used to send patients who are cured of illness to such homes, but it was not that effective as more and more people needed the support. There was a Public Interest Litigation filed at the High Court seeking rehabilitation of the people after which the court directed the government to do the same,” Dr Sagar said. By setting up the home, the larger vision is to increase the participation of people, who were once rejected from society due to their illness, in the community and enable them to lead a dignified life. Banyan was started in 1993 and has rehabilitated more than 2,000 people so far. “We rehabilitate four types of people who are mentally ill – those who are abandoned by family members; those who don’t want to return to their families; those who have mental disabilities and are not able to pay attention or work; and those who have no memory of their families. Keeping them for long periods at hospitals is not useful for them as well as for the government – the government has to spend money on the same person consistently for years and the people feel stigmatised,” said Dr K V Kishor Kumar, director, The Banyan. The Banyan has an entirely different approach to rehabilitation, which it calls radical, which is to send the cured people back to society and make them live within it. Dr Kishor added, “By doing so we can ensure their participation in the community, they live with dignity and their rights can be ensured. By training them in tasks they are able to perform, they can earn money and manage their life themselves. At hospitals there is no freedom and they have minimal participation in the community, they cannot socialise with people.” Dr Kishor also said that the Kerala homes would be expanded to accommodate more people. Head of the Banyan Kerala Chapter, Salih Puthenmalieckal, said, “The Kerala government is associating with us after assessing the work we have done. Banyan began the Kerala homes a year ago, in March 2017. As a pilot project, we ran two homes at Kozhikode, one at Ramanattukara and one at Cherukav, and six homes at Pulikkal in Malappuram. The project name is ‘Home again home’. We have screened, keeping in mind human rights and social settings, 224 people from the three mental health centres in Kerala. After that we deemed around 100 of them can be accommodated at the homes.” “We call the people residents, not patients or inmates. TISS provides the support for training and research,” Salih added. The Memorandum of Understanding of the Scheme will be signed on Monday by Kerala Chief Minister Pinarayi Vijayan at a function to be held at the Mental Health Centre Thiruvananthapuram.   

Dileep's delaying tactics? Moves Kerala HC seeking delay in actor abduction trial

Dileep has filed the petition in the backdrop of the trial proceedings to begin on March 14.
In what appears to be a deliberate move to delay the trial, actor Dileep has moved the Kerala High Court in the Malayalam actor abduction case. With just days left for the trial in the abduction and alleged sexual assault of a prominent Malayalam woman actor in February 2017, Dileep has approached the High Court seeking delay in the trial.  In a revision petition filed at the Kerala High Court on Friday, Dileep has said that the trial in the case should not begin on March 14, as scheduled. The actor has argued that he hasn't received all the documents yet in the case. Advocate Raman Pillai, who represents Dileep, confirmed to TNM that a revision petition (on the earlier HC petition seeking access to assault visuals) has been filed. Saying that he expects a favourable order from the HC on Monday with regard to Dileep's plea to access the assault visuals, advocate Raman Pillai said: "If our petition is granted by the HC, then automatically the date of commencement of trial will be pushed for later. The court is most definitely unlikely to ask the police to hand over the visuals on the same day, so that the trial can begin on the prescribed date."  The revision petition was filed, even as the Kerala HC is set to consider Dileep's earlier petition, seeking access to the visuals of the assault. This after the Angamany magistrate court in February, refused to entertain his plea and said that the assault visuals cannot be handed over to Dileep. Dileep had moved the court in January, seeking several documents and evidence to be handed over to him, including the assault visuals. He was only granted access to CCTV visuals of the survivor's car being driven from Thrissur to Kochi, which is when the crime happened.  Dileep, a popular actor and an influential person in the film industry, is the eighth accused in the case, and is alleged to be the mastermind behind the crime. According to the chargesheet filed by the police, Dileep held a grudge against the survivor, and hired others including prime accused Sunil Kumar, also known as Pulsar Suni, to assault the actor and film the act.   According to the lawyer, Dileep is set to appear at the Ernakulam Principal Sessions Court on March 14 (Wednesday), following a summons from the court directing him to appear.

Authorities in Kerala on Sunday rushed a police team to help in rescue operations of over a dozen students caught up in a fire in Theni forest area in Tamil Nadu bordering Idukki district, Kerala Police chief Loknath Behra said. Behra said instructions have been issued to Idukki district police chief to give all assistance in the rescue operation."Medicines and food also have been sent to the spot. Behra spoke to his Tamil Nadu counterpart and assured of all help. He also asked Kerala State Fire and Rescue chief for all possible assistance," a media statement from Behra's office late Sunday night said. Theni borders the famed Thekkady tourist destination in Kerala.  Authorities in Tamil Nadu were engaged in the operation to rescue students caught in the forest fire, with Defence Minister Nirmala Sitharaman saying the Indian Air Force has been pressed into service. The students, who are from Erode and Coimbatore, were trekking in the Kurangani Hills when they got caught in the fire. At least 4 young trekkers were reported to have been charred to death in the forest fire as of Monday morning, and the number of casualties is likely to rise. Speaking to the media on Sunday night, Theni District Collector Pallavi Baldev said that rescued trekkers had been admitted to nearby hospitals. She said some of those located to Kurangani Hills had suffered burn injuries. Baldev said there is no motorable road to the spot where the fire raged. She said 24 trekkers from Chennai Trekking Club and 12 from Erode and Tiruppur had gone to the Kurangani Hills. She said the trekking group consisted of eight men, 25 women and three children. Baldev said the trekkers had camped at a place up in the hills on Saturday night and they decided to return on Sunday."While the trekkers were coming down, they came across forest fire and the group got divided," she said.  IANS inputs

One of the most popular temple elephants in Kerala, Thiruvambadi Sivasundar, died on Sunday morning in Thrissur. The 46-year-old tusker had been undergoing treatment for impaction for the last two months and it breathed its last around 3 am after failing to respond to the treatment, reports The Hindu. Impaction is the blockage of digestive tracts in animals. Thousands of people gathered to pay their last respects to Sivasundar. The elephant was offered to the Thiruvambadi temple by NRI entrepreneur TA Sundar Menon more than 15 years ago. Thiruvambadi Sivasundar had been carrying the idol of Thiruvambadi temple for the past 15 years during the Thrissur Pooram. A docu-fiction was also made on the elephant. The tusker was also conferred with the Gaja Kesari Title at Gajaraja Sangamam held at Elangulam in 2007. It also won Mathanga Kesari title in 2008. “Sivasundar was favourite of elephant fans with its beauty and obedience. It cannot be replaced. It’s a huge loss to Devaswom and elephant fans,” said Prof. M. Madhavan Kutty, Thiruvambadi Devaswom Secretary. Meanwhile VK Venkitachalam, secretary of Heritage Animal Task Force, pointed out the increasing number of such deaths among the captive elephants. He said that most of the temple elephants are forced to participate in festivals even when they have intestinal problems. “Sivasundar was also suffering from various diseases and it was forced to participate in festivals in Kottayam, Palakkad and Thrissur districts from second week of December 2017 till January 2, 2018,” he told TOI. Veterinarian Dr T S Rajeev also said that deaths due to impaction have become common among captive elephants. “Elephants are grazers and browsers and they usually eat grass and branches and barks of trees, which have high water content. Items like palm and coconut leaves, which are commonly being given to the elephants in Kerala, must be avoided, Dr Rajeev told TOI.   

Rajya Sabha ticket for V Muraleedharan, a recognition for Kerala BJP?

For BJP leaders in Kerala, Muraleedharan’s Rajya Sabha nomination is a token of appreciation of the party’s efforts in the state.
In the list of 18 nominations for the Rajya Sabha polls released by the BJP’s Central Election Committee, one of the names was that of V Muraleedharan, a senior leader from Kerala. While the former BJP state president’s nomination itself was no surprise for the BJP in Kerala, what was eagerly awaited is the information about where Muraleedharan would contest from. The list, announced late on Sunday, revealed that the Kerala leader would contest the RS polls from the state of Maharashtra. Out of the 18 nominations, Narayan Rane and Muraleedharan have been chosen to contest from Maharashtra. Apart from Muraleedharan, another Keralite who figures in the list is MP Rajeev Chandrasekhar, who will contest from Karnataka. 59-year-old Muraleedharan is a national executive member of the party and has previously served as the BJP president in Kerala. Starting off as an RSS worker, later joining the ABVP, where he held the post of general secretary for years, Muraleedharan has had an active presence in the party at the national level.  Muraleedharan’s work even at the national level is precisely the reason why he was chosen to contest for a Rajya Sabha seat, sources in the state BJP told TNM. According to a source in the party, it was important for the BJP to accommodate Muraleedharan in a post that befits his years of work at the national level. Muraleedharan served as the state BJP chief from 2010 to 2015, before making way for Kummanam Rajasekharan.  His nomination comes at a time when the BJP is hoping to make inroads in the state. Currently, the party has only one MLA in the state assembly – O Rajagopal from Nemom in Thiruvananthapuram. Rajagopal was an RS member from Madhya Pradesh from 1992 to 2004. For BJP leaders in Kerala, Muraleedharan’s nomination is a token of appreciation of the party’s efforts in the state. BJP Vice President MT Ramesh told TNM: “The nomination of V Muraleedharan is a recognition for the work done by the BJP’s Kerala unit. After the NDA government came to power, there were complaints that there is no recognition for the party’s work in Kerala. With this that concern has been addressed.” Ramesh believes that the work of a leader like V Muraleedharan, who has long years of party experience based in Delhi, will be beneficial for the party’s work in Kerala. Advocate Jayasankar, a political commentator, observed that this was the first time since the NDA came to power at the Centre that they have fielded someone from within the party for RS polls. “By nominating Muraleedharan, the BJP has considered someone who played a decisive role in building up the party in the state. It was expected to happen earlier. After the NDA government came to power, it is now for the first time that someone from within the party is given the recognition. The other people the party nominated in the past, like Alphons Kannanthanam, actor Suresh Gopi and Richard Hay, were all ‘guests’,” advocate Jayasankar said. Blow to BDJS  With the BJP naming Muraleedharan for the RS polls, the long-standing demand of the BDJS to give an RS ticket to Thushar Vellappally, its chairman, remains side-lined.  BDJS, which is an ally to the NDA in Kerala, has been rallying to secure an RS ticket for party chairman Thushar. This, after the disgruntled BDJS showed visible signs of being unhappy with the NDA, complaining that they did not receive any benefits for allying with the party. SNDP supremo Vellappally Natesan has many a time dropped hints of pulling out of the alliance if their demands were not met.  In the past few weeks regional media had speculated that the BJP would give an RS ticket to Thushar as a means to pacify the BDJS. It was speculated that Thushar would be fielded from Uttar Pradesh. Advocate Jayasankar said: “By nominating Muraleedharan, the BJP is again playing with the card of OBC politics, which it projects from Narendra Modi to many others. It is difficult to give a seat to the BDJS as the priority should be for BJP leaders when it comes to sharing of seats. The BDJS can now expect some posts like head of a corporation or something similar. Also the attitude of Vellappally Natesan keeping one leg in the Left boat as well might have acted against his party.” The RS nomination list has been announced at a time when the Chengannur bye-poll in Alappuzha district is to be held. For the BJP, winning the Chengannur bye-poll holds high stakes, as it will be seen as a visible result of the party’s work in Kerala.  The BDJS has already called for an emergency meeting on March 14, in which the party is expected to take a decision on exiting the NDA. With official confirmation that the BJP has picked Muraleedharan for the RS polls, all eyes will now be on the BDJS.
